After that, go back to Rabiah's Office and complete either Intuit action 'Patrol the Ward' and/or Engage action 'Collect Tithes' a total of 12 times to fill the 'Yatagan Insider' wheel. Go to Rabiah's office, where you'll go through a story bit where Rabiah covers Lowend's history. Choices don't matter here the outcome will be that Rabiah's office will appear with a 2-cycle wait timer, you will receive a vial of stabilizer, and stabilizer will be 20 cryo cheaper.

Return to Unit 207-F for a story bit where you meet Rabiah. You'll then go through a virtual dialogue with Sabine, after which you'll need to wait 4 cycles.
